Add to contacts not enabled (outlook 2003)
 
On some clients are unable to copy a contact from their "Personal Address
Book" to their "Contacts".
The button/selection "Add to Contacts" is disabled.

No versions of Outlook have used a PAB for over 7 years.
Clarify what you mean. The only way to transfer Contacts from an old legacy
PAB file would be to import them.

Add to contacts not enabled (outlook 2003)
 
We recently migrated from outlook 98 to outlook 2003.
It was only possible to create distribution lists at that time in the
"personal address book".
We have linked the old *.pab file to outlook 2003
(tools-e-mail accounts-directory-add new directory or address
book-additional addressbooks-presonal address book)
When we go to the address book in outlook 2003 and select in the "show names
from the:" the "personal address book"
Some clients are able to copy their distribution lists from the this
"personal address book" or contacts to their contacts.
On some clients is the button "add to contacts" is disabled. (not
highlighted)

You're doing better than most. Rarely do DL's ever survive that transfer.
