Outlook 2000 - 'Tools' 'Services' not shown

Default Outlook 2000 - 'Tools' 'Services' not shown

I have recently changed ISP and cannot set up Outlook as per their
instructions because the 'Service' option under Tools is not shown. (Link to
instruction page below)

When I go to Tools I get 'Accounts' not 'Services'. Can anyone tell me why?
