"Run a Script" does not appear as an Action in the Rules Wizard

I am running Outlook 2003/SP2 and would like to create a rule that runs a
script however "Run a Script" does not appear in the list of choices in the
Rules Wizard. Any help as to why would be appreciated.

Thanks,
Bob
