Is this possible?
 
I have 2 PC's .

1 Is it possible to download email to one PC, then after the other PC
receives the same email, delete the email from the server?

2 Is it possible to prevent both PC's from attempting to download
email at the same time and thereby avoid the 'collision' error message?

It's possible but you have to be careful since neither machine knows about
the other. You set one machine to not delete mail, download there then
download on the other machine that does delete but coordinate the times so
you don't miss items in either. I do it at home that way.

Both machines are on at the same time.

My next question is "How to avoid downloading 'collisions' that occur
when both machines are simultaneously attempting to receive email?"

Hmmm, that's different. In that case set both to not delete and once a day
(or some other interval) use another method to delete everything in the
mailbox (like a webmail interface)

Here's a solution.

Open another email account at the server.

Copy all messages when received from account A to B.

Problem solved!
