I'd suggest to try a Detect&Repair first. You find the option under "?".

That's not an outlook file. Without knowing the exact error message, I can
only suggest deleting extend.dat and restarting outlook. If that doesn't
help, does outlook open? If so, what addins do you have installed? (tools,
trust center, addins)
