Can an exchange server out on the Internet be configured so that the Outlook
2003 client, when connecting to the exchange server, can download and store
messages locally rather than have the messages stored on the exchange
server? Can this be done on a per-account basis?

I have an agency, part of a much larger organization, where the parent
organization is trying to roll out a nation-wide email system for all the
agencies using Exchange Server, and some matching web interface. They have
set a quota on email accounts (100mb) which will be too small for us, or
result in needless and frequent archiving of messages for the staff.

I want to be able to have our local Outlook 2003 treat their exchange server
as just another email receptacle and have Outlook send and receive as a
regular POP client, storing the emails locally and removing from the server
(when retrieved).

Thanks for some ideas.

An Exchange server can be setup to support POP3 access, but that leaves you with a somewhat expensive POP server. Another alternative is to use the Exchange service, which will keep the GAL and public folders, but have a PST file as the default delivery location,
