Is there a way to set the archive location for all users
 
Is there a way to set the archive location for all users or does each user
need to set it manually? I would like to set the archive location for
everyone to a specific location on the server. After it is set for everyone
I will leave it up to the users to change it to something else if they wish.
Any suggestions?

See http://support.microsoft.com/kb/836755/ but note that Microsoft does not support storing .pst files on servers and warns that extra network traffic and data corruption may result.
