SMTP Server Outgoing server settings

After installing outlook 2007 beta 2 I was recieving email but could not send
email until I changed the outgoing server settings to " Log into incoming
server before sending email" instead of "use same settings as my incoming
mail server" that had been set in Outlook 2003. I believe this is a new
option with Outlook 2007, could someone explain to me how this is different
from the previous setup and why it must be used with my ISP?
