linked images will not embed in forwarded email

Outlook 2003

My Tools Options Mail Format Internet Options HTML Options box is
checked. However when I forward linked content it changes the image to a red
"x" and adds the linked images as attached files.

I want the linked pictures embedded in the e-mail. Any suggestions?
