Click on TO: how can I get the system to default to Contacts

When I click on TO to find a name for an email, the system defaults to
Global. Can I get it to default to Contacts.

Click on TO: how can I get the system to default to Contacts

Tools | Address Book, then Tools | Options. Pick your default list there.
