How do I add Send/Recieve to Outlook toolbar?

I am running Offfice XP Professional and have 4 individual users. On my main
user, Send/Recieve shows up on the Standard toolbar in Outlook.

I cannot figure out how to add that button to the same toolbar for the other
users.

Please help.
