Outlook 2003 Can't send & Receive

I just installed 2003 on my system. I have XP. Once it's installed I can't
send or receive. It says I'm not recognized by my server. Pop3 error. Any
help would be appreciated.

You set up the Account(s) according to the instructions/details supplied by
your ISP. Then you tested the accounts?
