Disable Do Not Deliver Before

Hi,

We have are using Outook 2k3 with Exchange 2k, and would like to deliver the
Do Not Deliver Before option, either on a per user basis, or if not possible
then across the domain.

Can this be done via the registry/gpo for users/machines, or is there a
setting in Exchange than can disable it?
