Outlook 2003 Keeps wanting to reinstall

We Exchange 2003 with Outlook 2003 and Windows 2000 Professional clients.
Outlook installs and connects to Exchange fine. However, when the use logs
off and logs back in and clicks the Outlook 2003 icon it starts installing
Outlook all over again. The user is a local administrator and not using
roaming profiles.
