How do I change font size for the header display in Outlook email

The header area of the screen for composing new emails, consisting of TO:
CC:, etc. is just too small. How do I increase the font for this section of
the screen?

Change the resolution of your display. Open Control
Panel/Personalisation/Display Settings and move the slider to the left.
