right click any doc & "Send To" a "Mail Recipient" won't get sent

A user I support has this problem on XP Pro, Outlook 2003. "Send To" a "Mail
Recipient" opens a new mail msg, with subject line & doc attached, & after
addressing to whom to send it to, clicking "Send" does nothing, the new msg
just sits static, with Outlook open. In Outlook you can attach & send the
exact same doc okay.
User does have correct C:\Documents and Settings\user\SendTo\Mail
Recipient.MAPIMAIL file. The "Send To" a "Mail Recipient" works fine on other
identical user PCs. Are there Registry settings to verify? Or, re-register
regsvr32 sendto.dll? Or, remove & create new Outlook Profile?
