How to filter emails with CC

How to filter emails with CC
Because Outlook doesn't let me seperate emails with CC's. Example
If someone sends this email and CC's anther person, it will show as the same exact header for both emails. To: CC: So, the way Outlook runs the rules is by priority, so if i have a rule that moves emails sent to , the rule will automatically move both emails to his/her folder.
