how can i get to outlook web access when i am already in the outlook 2003

Outlook doesn't have anything to do with OWA. OWA is part of Exchange and
allows you to connect to your Exchange mailbox via a web interface. If you
have an Exchange account, contact your mail admin about how you can access
OWA.
