Default Huge response delay when relying or forwarding a digitally signed

I have a XP system running Outlook 2003 as a client to an exchange server
with all updates and when I reply or want to forward a digitally signed email
the program can take any where between 1.5 minutes to 18 minutes to send the
message. I have re-installed and updated the application as well, with no
change. Any ideas would be appreciated.
