Outlook 2007 Help (F1) Constantly tries to configure itself
 

I am having a terrible time trying to get Outlook 2007 to display help
topics. If I use the Outlook help (f1), Outlook goes into an installation
routine that does something in the background and asks for a reboot. The
reboot does not solve the problem, and when I try to access the help files
again, Outlook goes into the setup mode once again.

How can I rectify this problem. I tried a "repair" from the control panel,
but this does not solve anything.

This is a Vista Home Premium x64 setup with Office Basic 2007 (Word, Excel
and Outlook).
