Microsoft Outlook email - I can't get Outlook to access my http email account.

I can't get Outlook to access my http email account.

Setup new account as instructed on tools menu. Couldn't get Hotmail or my
email with my isp (Charter High Speed) cable connection to work with Outlook.
Is there any help available? The help in Outlook is absolutly useless and
should be replaced with a tool that can actually be used.

If it's not a Hotmail Plus or Hotmail Premium account, you can't use Outlook
to access it. If it is a paid account, you must use Outlook 2002 or 2003.
