Caching and Defaulting Public Contacts
 
We are running SBS2003 with Exchange2003. Here is what we are trying to do:

1. Make the Public Contacts folder the one and only default Contacts folder
for each workstation so no one accidentally adds/modifies a contact to their
hard drive's contact folder.

2. Enable offline access to the Public Contacts folder, similar to the way
email messages can be created/viewed/modified in Cached Exchange Mode.

Are either of these possible in Exchange2003? If not, what is the best
add-on application(s) out there to handle these two issues.
