despite crossing the check names box the function is still not working. I

Outlook 2000 sp-3 (9.0.0.6627), not sure about the config of the addressbook

There are 2 completely different versions of Outlook 2000. It provides little hope. IMO is not really Outlook. Name checking is handled
by Outlook Express, so you may have a problem with OE. Provide a more accurate description of your problem.
