Even with transform addition, user's don't get Outlook Address
 

I've never seen anything on that. The Outlook Address Book service isn't supposed to have any parameters you can set with a PRF.

I think i resolved the problem.. Under Section 4, the service which
corresponds to Outlook address book needs to have:

This is what a co-worker suggested and it worked.. I haven't been able
to find any documentation on this though.
