Default custom menu command

I have a public contact folder that is associated with a public journal
folder. I am using a second party vendor to journal to the public folder (I
do not think this is the problem). I have associated the activities on the
contact folder to the journal folder. When I go directly into the journal
folder itself, the custom journal form loads no problem. When I try and hit
"new journal item" from the ACTIONS menu dropdown in the associated contact
file, the standard journal form loads. I am probably tired and overlooking
something simple, but I want to be able to work the journal entirely through
the contact file. Any suggestions on how to change the menu dropdown to load
the correct journal form.

BTW: From the default journal form that loads, if you press "new journal",
you get the correct form and journal folder.

You are overlooking nothing. This is normal, expected behavior. Outlook provides no mechanism for a contacts folder to know that there's a journal folder related to it through a third-party product. One solution would be a client add-in that uses a different journal form depending on the location of the contact.

IMO, the ISV whose product you're using should have explained this limitation up front.
