Explain what you mean.
The To: button calls up the Outlook Address Book so you can select your
recipient.
What did you think it should do?

I thought if you go to To: and punch in a letter that the e-mail address
would autoomatically pop up. I have to go to the address book and then punch
in a letter to get the address and then punch ok.

The To: button invokes the Outlook Address Book, which sorts on name
elements in the Contacts Folder.
Typing in the To: field invokes autocompletion which brings up addresses to
which messages have previously been sent (but only in those Outlook versions
that support it--we have no idea which version you are using.)
