Outlook 2007 Contacts
 
I have imported all my contacts and put them into groups. They are all there
when I open the Contacts pane. But when I try to load a contact into the
email To address by pressing 'To'and opening the select contact dialogue it
is empty.

Make sure all your contacts have the "e-mail address" field filled in.
The "To" list only shows contacts with e-mail addresses.

Outlook 2007 Contacts
 
Importing Contacts will not create a valid, resolved electronic address.
Only valid, resolved electronic addresses will appear in the Outlook Address
Book.
Why did you import these Contacts?
