is it possible to set up my exchange (SBS) server to make a shared

default as in the profiles that have rigths to use this contactlist can

share contacts with exchange
"acctually use and browse the contacts in their contactlist" are functions available for any contacts folder. You can browse the contents of the folder by selecting it from the Folder List or Contacts navigation pane, depending on how you opened the folder in Outlook. If that's not what you mean, then please be specific about what feature(s) you are looking for.
