Hi: In outlook when open a New Mail message and in the To: I start to type
for example Col, I will get names of people I have sent emails to with a last
name begining with Col...then you can click and choose that person. Is there
a way to view all these at once, not only the ones that begin with Col, but
any other perosn you may have sent an email at once time? Thanks.

Only with third party software.
By definition your suggested names list will be restricted as soon as you
type one letter.
