Distribution List from Categories

I have been looking all over and keep finding the same advice to
create a distribution list by categories:

Either group by category and select the category, then Actions, New
message
to... or create a view that only has the category showing and use
Actions,
new message to.

Problem is when I select the category and then go to the actions..

New Message to.. does not exist

I also looked under Create... and I've gotten advice that New
distribution list would be there, but it is not.

How do I create a distribution list from categories?

I was looking there too, but the problem is that if you don't
configure an email address in outlook then the options do not even
appear. I would be nice if they were grayed out and when you go to
click on it Outlook informs you that an email address must be
configured in order to use this option. It took me hours to realize
the problem.

I don't use outlook all the time, but i was trying to show someone who
doesnt how to categorize and then send an email to all the receipients
in that category.

Thanks for the info. I posted my story just in case someone else runs
into the same problem.

Hopefully, not many people try to send email to recipients that have no
email address.
