we have a user here who has a large contact file he wants to share with all
our sales reps but he does not want them to be able to print or export them
i have made all the users reviewers bit they can still print and export and
ideas how to lock this down?

There is no setting in Outlook that would do what you want.

shared contacts
 
copy the contacts into the body of an email or word or excel document and
prevent printing using digital rights management.
