Why does some of our Outlook forms open blank in Outlook 2003?

We have upgraded to MS Outlook 2003 last year. It was just this week that I
discovered that some of the forms in our Public Folder opens blank when I
access them. It was not discovered earlier because forms that I use
frequently are opening just fine. These forms existed prior to the Outlook
2003 upgrade.

These are forms published to the particular public folder and accessed through its Actions menu?
