Published form in a public calendar not useable by all
 
I changed the appointment form in a public calendar but only some users can
open it. If I re-publish the form it is available to all users for a short
period of time and then becomes unavailable again. What can I do?

Remove the form from the public folder and publish it to the Organizational
Forms Library. Everybody should be able to access it from there. Just set it
to mail itself to the public folder to post the event.

I can't publish the form to the Organizational Forms Library. I receive an
error message stating that an error occured while going to this folder.

Well, get your Exchange Administrator to either create the Organizational
Forms Library and give you permissions to read and write to it. But that is
the problem you should solve first--it is keeping you from using the features
of Exchange that you should be using.
