Default Forms(One-Off) and Reading Pane

I have Outlook 2003 SP2. I am using a form witha one-off reply. Outlook
will only open the form if the Reading Pane is ON. How can I change this, so
that the form will open if the Reading Pane is on or not?
Thanks in advance!
