Programmatically change Outlook Settings

Hi Folks,

Can anyone tell me if there is a way to programmatically change settings
within Outlook, ideally using VB.net/VB6? Specifically, I need to change the
website path for "Outlook Today" and set Outlook Today as the startup page.

Any other general information regarding setting other options greatly
apppreciated.
