OWA Authentication

We are using OWA in a Exchange 2003 environment. OWA is exhibiting some
inconsistent behavior. Sometimes it will bring up the previous users e-mail
without prompting for the new users' authentication. Is there a trick to
making it work consistently or possibly a third-party application out there
that will permit multiple users to use OWA without setting up Outlook
profiles.
