Unable to Edit Form

It appears I'm able to edit the first tab of all types of
forms except the Task form. The fields do not get selected
as the other types of forms do. Is this by design???

New Form

I designed a new form and then closed it. Outlook 2007 asked if I
wanted to save it and I clicked yes. But Outlook didn't prompt me for
