Missing MSFSMENU.ECF & MSFSPROP.ECF

I installed MS Office SBE 2003 & now everytime I attempt to open outlook I
get the message " The file MSFSMENU.ECF or MSFSPROP.ECF is missing or not
valid..." The system suggests I correct this...
