Unable to open outlook 2003
If you are using a non exchange account .... try this.... go to control
panel.. double click on the mail icon... and create a new profile.... set up
the account ....and make sure you select the new...

Outlook Maintenance
simple, open OE and click on export--messages .. u get a messag click on
OK.. and ther u are .... all messages should be in outlook now...
but contacts should be exported as a .csv file from OE and...

What happens if you configure the same exchange account on a different
computer or a different exchange aco**** on this computer..., just trying to
isolate the issue,...

If windows safe mode works, then the issue could be caused by eigther a 3rd
party programe or a windows service ... Try this
1) Try performing a Clea Boot - Refer to KB 310353 on...

Adding email accounts.
Open Internet explorer, go to tools--internet options, click on the
programs tab, and there make sure outlook express is set as default mail
client..

1) start--run-- outlook /safe ... check if outlook works normally.
2) Run a search for and rename the following files frmcache.dat, outcmd.dat,
extend.dat, views.dat and *.srs...

It could be an issue with a corrupt profile,
You may want to create a new profile going through control panel, and double
clicking on the mail icon.....
