Access to the Global Access List

I would like to able to access the Global Access List when I go into my
Contacts page in Outlook, is that possible? How?
And how can I include it in the "Search In" List?

When I create a meeting the public folder does not appears in the "To" field

Is it possible to "invite" the public calendar to a meeting, so we do not
have to input meetings twice (ie: on our own personal calendar and on the
public calendar)
