outlook.hol
If you run Outlook with the /hol switch, it will start up with a dialog box
which the user can select the countries/categories they wish to add holidays
for.
I don't know of a way to do it...

Can you please explain what the user is clicking when they get the error
message? If they select the Calendar from the folder view does it work OK?
Does the Calendar folder have the correct name...

If you're in an Exchange server environment, try deleting it from Outlook Web
Access if it's available. That often works.
