One thing that might be wrong could be the server information OE uses when
setting up the HTTP mail; as soon as you enter the hotmail address when
setting the account up it automatically selects...

verifying account configuration

The first thing to do would be to check and make sure that you have the right
information entered for your outgoing mail server...I know this may sound
trivial but it couldn't hurt to call your ISP...
