Chet,

Place your terminal server in a OU. Create a GPO and apply it to computers
in that OU. In the GPO under computer configuration there is a setting for
terminal services to change the time...

You do need Administrative rights to change the time zone on the workstation.

Only administrators and power user group members can change the system time.

Add this user to the power user or admin...

what about the daylight savings time adjustment checkbox?
I would check for that on the windows box as well as within Outlook
(tools-options-calendar options-timezone-adjust for daylight savings...
