how can i get permission to use my contacts

I exported the address book from Outlook Express to Outlook 2003 and all I
keep getting is a notice that I do not have permisiion to use my Address Book
or my Contacts?

I transfered my contacts from outlook express to the new outlook 2003, and
when I try to open the address book I get the following: The address list
could not be displayed. The contacts folder...
