Changing the format of received e-mail in OE 6 from HTML to Plaint

For some reason, I am unable to change my received e-mail format.

I go to the format menu from inside of the e-mail and the options to select
the type of format are grayed out.

Where can I set...

Excel Attachments opening in Read-Only mode.
