How to prevent outlook client from creating contacts?

I want to disable "contacts" function in outlook. That's means outlook client
can't see contacts folder, can't create, modify contacts. Is there any way to
do that under exchange 2003 environment?

My boss ask me do the following:

When a outlook 2003 user create a contact, stores the contact's info to
Exchange Server 2003 and every user can use it. No any local contact data if
not in cache...
