"windows cannot find 'outlook.exe/safe"

what is the inbox repair tool? Can't get into outlook for any of those
features.
went to control panel/add remove software/repair

also installed original...

"outlook 2003 will no longer open. unable to open the outlook window. the
set of folders could not be opened. the server is not available. contact
your administrator if this condition...
