Yes. Rebooting has no effect.

Out of curiosity, how would that matter? I can open the repaired file in
Outlook, and open folders and view messages with no problem. I just
can't move or copy them...

Well, my worst nightmare happened. I backed up my .pst file by copying
it to another drive, and Windows forced a restart during the copy when I
had stepped away (BSOD?). Somehow that corrupted both...
