Lotus Notes Calendar appointment sent to Outlook, can not respond

we are running Exchange 2003 with Outlook 2007, when one of our
vendors sends a meeting request from Lotus Notes, I can open the
meeting in Outlook, but the "Respond" box is empty. Any ideas why...

I have Outlook 2003 with Exchange 2003. User A makes an appointment,
User B (non admin) looks at her free/busy schedule, can see all
details of each item in her calendar, we do not have the same...
