Outlook 2003 Junk Email Filter won't stop filtering

Also tried setting up the account on a freshly imaged machine and get
the same thing. There is no filtering turned on at the server level.
I'm at a loss.

Also tried setting up the account on a freshly imaged machine and it
does the same thing. We did not setup anything on the server for junk
email as we have an outside spam filter.

Just tried that. The box was checked to filter junk email but even
after un-checking it, it still sends email sent to myself to the junk
email folder. Any other thoughts?
